It’s not like there’s absolutely no soap in this era.
In the palace or in wealthy homes, they mainly used grain powder for washing their faces.

Naturally, these are more for beauty purposes, but they also use grain powder like mung beans when washing thin and precious fabrics.
And when doing laundry, they naturally use lye water, and it’s said that they dilute this and use it for people as well.
Other than that… horse sweat can also be used when doing laundry.
