When redevelopment starts, the first ones to latch on are the major corporations. This is because a massive amount of construction is required to rebuild the area. And after that, it’s the gangsters.
“Gangsters? In this day and age? Would the police just stand by and watch?”

In reality, it’s surprisingly common for union leaders to use gangsters as leverage to seize power and create chaos.

It’s the point in time when the confrontation becomes most extreme and, at the same time, when they start fighting to the extreme.
