The video call connected, and the screen flickered to life. Kim Jung-tae’s face appeared, serious and official in a dark suit. He nodded slightly when he saw Roman Dmitry.
Kim Jung-tae said, “Nice to meet you, Roman Dmitry. I am Kim Jung-tae, President of South Korea.” His voice was calm, but his eyes were sharp.
Roman Dmitry leaned back in his chair, his expression bored. “Just say what you want.” His voice was cold and direct, cutting through the polite words.
Even though Roman’s words were rude, Kim Jung-tae’s face stayed the same. He had expected this kind of reaction.
The congressmen watching were furious at Roman Dmitry’s arrogance, but Kim Jung-tae understood that Roman was ready for a fight.
Right now, South Korea was in a weaker position.
Kim Jung-tae was not someone who would let his feelings get in the way of important things.
Kim Jung-tae said, “First, I want to apologize for what happened recently with the central government. The South Korean government believed Assemblyman Jo Dal-soo’s testimony and turned against the Incheon government. But, after looking into the suspicious parts, we found out that the problem came from Assemblyman Jo Dal-soo and Investigator Moon Tae-joon, who followed him. I am truly sorry, words can’t express how sorry I am. We should have understood the facts and acted correctly. But since the idea of rebellion is so serious, we had to be very careful. As soon as the Great Disaster ends, we will show everyone in South Korea that Incheon is innocent. Assemblyman Jo Dal-soo and Investigator Moon Tae-joon, who caused this problem, will be punished.”
He turned the screen slightly.
He showed Jo Dal-soo tied up on purpose.
Kim Jung-tae continued, “If there is anything you want in this matter, please tell me. The central government wants to work with you to improve our relationship with the Incheon government.”
It was a smart way to talk.
Kim Jung-tae blamed Assemblyman Jo Dal-soo for the central government’s mistakes. He also gave Roman the power to punish Jo Dal-soo, who clearly had bad feelings.

Kim Jung-tae said, “I will be honest. We want to fix our relationship with the Incheon government because of this situation. Roman Dmitry has proven himself by defeating the S-class monster Green Dragon. Please help the central government. If you help us solve the crisis in Seoul, we will fully support Incheon after the Great Disaster ends. If Roman Dmitry wants wealth and glory, we will give you anything you want. In the future, Incheon will be very important to South Korea, as I, Kim Jung-tae, see it. That is what I wanted to say.”
It was an alliance.
The president put aside his pride and offered a hand.
Roman Dmitry laughed.
Roman said, “You are talking nonsense. I reject that offer.”
Kim Jung-tae started to get angry.
It was a clear rejection.
There was obvious anger.
Kim Jung-tae’s face became cold.
Roman Dmitry’s words were too much to accept calmly.
Kim Jung-tae said, “Roman Dmitry, I understand that you have bad feelings towards the central government. But a leader should not let emotions control them. They should ignore feelings and focus on what is best. Which choice is better for you? Roman Dmitry is very powerful. You can defeat an S-class monster easily. I can say that you have no rivals in South Korea, or even the world. But this is South Korea. Many people in South Korea will not be happy with a foreigner, Roman Dmitry, ruling Incheon. This country cares a lot about Korean blood and follows nationalism. If you ignore the crisis in South Korea and fight against the central government, do you think the Incheon government can survive in South Korea? It is impossible. So, you must work with the central government.”
Kim Jung-tae became more forceful.
Kim Jung-tae pushed harder, “Take my hand. If you want to do anything in South Korea, the central government will support you.”
What he said made sense in some ways.
Roman Dmitry was a foreigner.
He used Kim Jun-hyuk, but if he tried to rule all of South Korea, there would be problems.
No one in South Korea would want a foreigner to rule the country.
Roman Dmitry said.
“That idea is wrong from the beginning. I do not want people who do not want me. If people dislike me because I am a foreigner, they will not be my people. Kim Jung-tae, do you want me to ignore reality? Do you want me to believe your excuses just because it is better to work with South Korea? The truth is clear. Just because you blame Assemblyman Jo Dal-soo and Investigator Moon Tae-joon does not change what we know.”
He accepted this place on purpose.
He continued talking to Kim Jung-tae in front of the people of Incheon on purpose.
“I did not like you from the beginning. There is a man named Daniel Cairo. He was the leader of a weak country and was pushed around in a terrible situation like South Korea. But even in that terrible situation, he always cared about the safety of his people. He accepted the sacrifices that a leader had to make. He did not abandon his people to keep his wealth and glory, even though his position was not safe and he could have been killed at any time. But what about you? You say you rule South Korea, but you are willing to sacrifice the entire country for the safety of Seoul alone? That is why it is ridiculous. I do not like you, the corrupt leaders of this country who call yourselves the central government.”
He showed his anger.

Kim Jung-tae’s face turned red.
He tried to fix the situation, but Roman Dmitry’s last words were too much.
“How dare you talk about rebellion in front of me?!”
BANG! President Kim slammed his fist on the wooden table. The sound echoed in the silent room.
“Rebellion.” The word hung in the air, heavy and dangerous. It was a word no one dared to say aloud.
Roman Dmitry said he would rebel. This was a direct attack. He broke all ties with the government.
President Kim felt a wave of anger. Roman Dmitry was incredibly strong. He had even defeated the Green Dragon, a monster of the highest level.
The government desperately wanted Roman Dmitry on their side. They never thought he would turn against them so completely.
President Kim had been in power since the government was first formed. Never before had anyone challenged him like this.
A congressman stood up, his face red.
“President!” he yelled. “We must stop Roman Dmitry! He talks of rebellion! He is a huge danger to South Korea!”
Another congressman nodded quickly.
“Yes! He thinks in a dangerous way. If we let him do what he wants, our country will fall apart!”
“Mr. President!” others cried out.
Suddenly, everyone was talking at once. The room was filled with noise and panic.
They all knew how powerful Roman Dmitry was. They could not just ignore his anger.
(Kim Jung-tae thought to himself) ‘The congressmen are right. If I don’t stop Roman Dmitry, he will take my power. If we cannot be friends, then he must be removed. I have to stop him before he gets too strong.’
A cold look came into Kim Jung-tae’s eyes. He spoke, his voice sharp.
“Congressman Jo Dal-soo.”
“Yes, President.”
“Go to China now. China, like us, wants to get rid of the monsters in North Korea and work together on our borders. We said no to China before, but now things have changed. Tell them, if they help us with this Great Disaster, we will think seriously about working with them.”
“I understand! I will do anything to succeed!”
Jo Dal-soo bowed deeply to the floor.
This was his chance. He had been in danger of being given to Roman Dmitry. Now, he had a way to save himself.
President Kim had picked Jo Dal-soo on purpose. He knew Jo Dal-soo was desperate and would do anything to stay alive.
Kim Jung-tae looked around at the congressmen, his eyes hard.
“Roman Dmitry is wrong,” he said firmly. “We were trying to be nice and use his strength. But South Korea is not weak! It will not fall apart because of one strong monster. I will send in our best soldiers, the Direct Control Squad. They will defeat the Red Dragon and show the world that South Korea is still strong. And when this Sixth Great Disaster is over…”
His voice became cold and dangerous. Kim Jung-tae hated anyone who rebelled.
“We will kill Roman Dmitry and all those who follow him in his rebellion.”
The screen went black. The video call was over. In the room in Incheon, everyone was quiet.
The word ‘rebellion’ hung in the air here too, just like it had in the government meeting. People looked at each other, unsure what to say.
Then, Roman Dmitry spoke, his voice calm in the silence.
“Kim Jun-hyuk,” he said, turning to his advisor. “What are your thoughts?”
All eyes in the room turned to Kim Jun-hyuk.
Kim Jun-hyuk paused, thinking carefully. Then he spoke clearly and honestly.
“What President Kim said makes sense in a way. If we forget what happened before and work with the government, Incheon could be safe and accepted in South Korea. But I don’t want that. They ignored Incheon before, treated us badly. Now they see we are strong, and suddenly they want to be friends. I don’t trust them. They could turn on us again at any time. The problem is, rebellion might not be good for Incheon either.”
He looked serious, facing the difficult truth. Rebellion was not something easy to stop or control.
“If the government in Seoul wins, then Incheon will have all of South Korea against them. That’s a bigger problem than just surviving the Great Disaster. It would be like a fight within a family. Incheon people would have to fight other South Koreans just to live. On the other hand, if the government in Seoul loses, then South Korea could fall apart. Incheon is not strong enough to control all of South Korea by itself.”
It was a terrible choice. No matter what happened, it was bad news for Incheon.
Kim Jun-hyuk understood. Most people were used to giving in, to finding a middle ground. But Roman Dmitry was not like that.
Roman Dmitry continued, his voice growing stronger.
“If you choose to follow me now, you must understand this clearly. I will build a new country, with Incheon at its heart. To do that, the government in Seoul must fall. It will happen one way or another. Maybe they will be destroyed by the Great Disaster. Or maybe I will destroy them myself. My promise of rebellion is not just words.”
Slowly, Roman Dmitry seemed to grow taller, stronger. His power filled the room.
People felt small and weak in the face of his words.
“Even if many thousands of people die in the Great Disaster, people who are not from Incheon, I will do nothing to help them. When the Disaster is finished, I will destroy anyone who is against Incheon, anyone who is our enemy. Remember this. I, Roman Dmitry, only care about this place, this city of Incheon, and the people here. Other people might say this is bad, that it is wrong. But I don’t care about being fair to everyone.”
He was telling them exactly how he felt. He wanted to build a new world. For new people.
To be part of his world, they had to follow his rules. It wasn’t just him changing for this world. Everyone else had to change for him.
“This is how I will rule.”
Roman Dmitry finished speaking. A powerful feeling filled the room. It was like they were in the presence of a demon, a king from another world. This was Roman Dmitry, the Heavenly Demon.
