The words hung in the air: Seoul Conquest.
When Roman Dmitry first spoke about it, Kim Jun-hyuk and the others looked worried.
Kim Jun-hyuk spoke first. “It’s not about *can* we take Seoul, Roman. It’s about *should* we?”
Kim Jun-hyuk continued, “This is a reckless plan. After the prophecy of the Great Disaster, the leaders of each country gathered and created international law. This law says that humans cannot fight each other for a month after the disaster. It’s meant to stop us from destroying each other when humanity is already at risk. International law also says we can’t fight each other within our own country. If Incheon attacks Seoul now, other countries will see us as the enemy. They will think we are taking advantage of Seoul’s weakness.”
Kim Jun-hyuk added, “People already think the government is unfair. But if Incheon breaks international law, other cities will turn against us. They won’t work with us. It would be a fight with no good reason. Even if we win, Incheon will have problems later.”
International law. Everyone knew this was a tricky point.
The idea of making the whole world angry was scary to everyone listening to Roman Dmitry.
Roman Dmitry was calm.
He had already thought carefully about international law.
“You are right about some things,” Roman Dmitry said. “If we break international law, the world will turn against us. Incheon will face big problems. But worrying about international law is pointless. The government is already our enemy. When we said no to them, we couldn’t go back. After the disaster, the government will rebuild their army. International law gives them time to do this. If we wait, we will lose our chance.”
Kim Jun-hyuk nodded slowly. “If we want to think about the future of Incheon, maybe we have to take this risk.”
“No. Even thinking about the future, now is the right time. International law is for powerful countries,” Roman Dmitry continued. “It looks like it’s there to protect everyone, but really, it’s for the big countries. When *they* break the rules, nothing really happens. They just want to control things. They don’t want smaller countries causing trouble and making the world more dangerous for everyone. So they use international law to control everyone else, pretending it’s for the good of humanity.”
Roman Dmitry’s voice grew stronger. “I want a new future, with Incheon at the center. In this new future, Incheon’s power will decide our place, not international law. Not what the rest of the world thinks is right.”
His words were shocking. He was saying that power was more important than international law.
Roman Dmitry continued, “The government is weak right now. If we attack now, we will win easily. And when we win so easily, the whole world will see how strong Incheon is.” He paused. “Think about this. The government is weak, yes, but it *is* the government of Korea. If one city can defeat them, even big, powerful countries will be scared to attack Incheon. We don’t even need help from other cities to beat the government. But we want to bring all of Korea together under Incheon. If other countries try to punish us with trade bans because of international law, we can still survive. We will have enough resources from all the cities we control.”
He said firmly, “Think of it like this. In the past, there were nuclear bombs. Even small countries with nuclear bombs were left alone. No one dared attack them.”
People swallowed hard. The more Roman Dmitry spoke, the more they were completely overwhelmed by his tremendous force.
“I destroyed an S-class monster with one hit. *I* am like a nuclear bomb to them. Do you think any big country will risk attacking Incheon? Impossible. Even if they do, I can deal with them.”
He sounded arrogant, full of confidence. But this was Roman Dmitry. They knew he wasn’t saying anything he couldn’t do.
His past actions proved it. He had shown them what he could do.
They trusted him completely. If Roman Dmitry believed it, they believed it too.
They knew that with Roman Dmitry’s power, they could easily defeat the government in Seoul, even after the disaster.
And he had chosen the perfect time to attack. Even with all his power, Roman Dmitry always thought carefully about the best plan.
He saw the government as the enemy. So it was logical to strike when they were vulnerable, and defeat them decisively.
Now was the right time. The right time to overthrow the central government and create a new order centered on Incheon.
Roman Dmitry announced, “Three days after the Red Time ends. In those three days, we will decide who is with us and who is against us. We will destroy all our enemies. Remember this: if you want to follow me, you must accept Incheon’s new order. Forget about international law, made by people in meetings.”
Later, Cha Young-min, still shocked, asked…
“Was this discussed with the Incheon government in advance?”
“Yes.”
He cleared his throat, surprised.
“Conquering Seoul, you say.”
Cha Young-min wanted to argue about international law, but he knew it was pointless.
Kim Jun-hyuk, the wise mayor of Incheon, was part of Roman Dmitry’s plan. He wouldn’t follow Roman Dmitry blindly. And the White Mage, known for his goodness, was there too. Surely *he* wouldn’t support an unjust war.
This was a turning point for Cha Young-min.
Instead of arguing about what was ‘normal,’ Cha Young-min knew he had to decide what he thought of Roman Dmitry.
Cha Young-min thought quickly. *Roman Dmitry doesn’t care about ‘common sense.’ He killed an S-class monster with one hit. He stopped a monster wave at sea like it was nothing. He’s stronger than anyone knows. And he’s going to war with the government because of their cruelty. I have to choose. If I hesitate, if I stay neutral, I’ll be left behind.*
He swallowed hard.
Incheon versus the central government. It was an absurd fight.
People would say it was a fight between David and Goliath, but Cha Young-min did not doubt Roman Dmitry’s victory.
He knew it in his gut. His instincts screamed that Roman Dmitry would win.
*The answer is clear,* he thought. He understood the real point.
He understood what Roman Dmitry was aiming for. Roman Dmitry sounded arrogant, like some powerful people today. But unlike the government, who just *said* they cared about the people, Roman Dmitry actually seemed to.
One leader cared about the people, the other didn’t. For Busan, and for his own future, the choice was clear.
He didn’t hesitate for long.
After exchanging glances with the leaders, Cha Young-min said with a determined expression.
“So, what should I do from now on?”
Ulsan had been spared the worst of the Great Disaster, thankfully.
Although Ulsan wasn’t directly hit, the monster wave in Busan still reached them. Monsters from the surrounding areas came to Ulsan, and they had trouble.
But their relief was short-lived. An incident occurred.
They had barely started to feel safe again after the Red Time, when a report came in…

Lee Myung-hwan sighed, “Okay, I understand.” He put down the phone.
Ulsan Mayor Lee Myung-hwan pressed his temples, feeling a rapidly increasing pain.
At the start of the Great Disaster, Ulsan had been lucky. Unlike many cities that were destroyed, Ulsan had been relatively safe.
At first, Mayor Lee Myung-hwan thought Ulsan’s safety was just luck. But because so many people had survived, they couldn’t make the city smaller and easier to defend, like Incheon had done. Ulsan had to protect a large area, so they built several defense bases.
And there was another problem. When people heard Ulsan was safe, many refugees came to the city. Ulsan’s population grew very quickly, becoming one of the largest outside the capital.
Because of the large population and the spread-out city, they had to divide their defenses. They ended up with three main defense bases.
Everyone had spread out their people to get ready for the Great Disaster, the monster attacks that had changed the world. But recently, they got bad news. One of their plans had failed.
It was a dilemma.
According to the report, they needed to send help right away, but things weren’t much better at the main base.
“If we act too quickly after the Red Time, the most dangerous period when monsters were strongest, it could be risky. But if we don’t send help, many people in Ulsan will die. What should I do?”
His head pounded, a heavy drum against his skull.
He couldn’t decide easily.
As he was worrying a lot about the problem, he got a surprise call.
“Cha Young-min?”
The mayor of Busan, Cha Young-min, was calling.
He hesitated a little.
Cha Young-min had asked for support from Ulsan and nearby cities right after the monster wave happened.
Lee Myung-hwan had turned down his serious request.
He knew Busan was in danger, but it was hard enough to protect Ulsan. He didn’t have extra resources to help Busan.
Feeling guilty, Lee Myung-hwan thought of good excuses before answering the call.
But the words he heard shocked him.
“Join the rebellion. If you help us, we will solve all the problems Ulsan is facing.”
Roman Dmitry had given Cha Young-min a job to do.
Incheon was like Roman Dmitry himself. Busan had decided to work with Incheon, not the central government.
So, they put Cha Young-min in charge.
They thought that if someone who had been persuaded could persuade others, they could win over the local governments.
It worked as they expected.
Cha Young-min knew how to persuade them well.
“The central government can’t help the local areas right now. Even if they can, Ulsan will be last in line because they will help their friends first. Mayor Lee Myung-hwan, Roman Dmitry saved Incheon and Busan. He has power that the central government can’t match, and he never leaves his people. So, make a smart choice. He was lost in worry.
It wasn’t an easy problem.
It was hard to trust Roman Dmitry that much, and if he chose Incheon, he might be seen as a rebel.
But after worrying for a long time, Lee Myung-hwan changed his mind.
Like Cha Young-min said, even if he promised to support the central government, they might not help him right away.

The disaster was hard to handle.

If the help from above was real, the local governments had no reason not to take it.

Cha Young-min had warned him that he couldn’t persuade everyone.
