Kim Hak-min, the chief of staff, swallowed hard at Deputy Director Lee Doo-hyung’s sharp voice.

Lee Doo-hyung took a deep breath and asked.

A moment of silence followed.
Then, Kim Hak-min shook his head.

Kim Hak-min continued, as if pleading.
