George W. Bush’s Great America – Episode 118
< Episode 118 >
Those who sought true Sharia [Islamic law] were unaware of a certain reality. This wasn’t a concern for those traveling by plane, but it significantly impacted those planning to enter Europe via Russia.
Due to Russia’s strong inclination toward exclusionism, it wasn’t an ideal choice for those seeking a completely ‘safe’ route. Especially after the Red Square incident, which resulted in numerous casualties, it was a particularly bad time for people of Middle Eastern descent to travel to Russia. In fact, Middle Eastern individuals working in Russia faced random acts of violence and significant disadvantages in the workplace.
Consequently, many Middle Eastern workers in Russia left for their home countries or sought employment in other nations. They converted their painstakingly saved rubles into dollars, euros, rupees, won, or yen. However, very few exchanged rubles for yuan, as China, once hailed as a land of opportunity, was currently experiencing considerable turmoil.
To be fair, the world had long been familiar with counterfeit goods from China, and there were instances of food products exploding spontaneously, creating a chaotic environment. However, these issues primarily resulted in property damage or injuries. Now, China was plagued by rampant robbery and kidnapping, and the Public Security Bureau, a cornerstone of public authority, had become rife with corruption due to repeated budget cuts.
No one in their right mind would choose to go there to earn money. Furthermore, the value of the yuan was steadily declining. If relocation was necessary, Hong Kong or Macau were considered, but even those locations were becoming increasingly unstable in terms of safety.
In any case, the refugees arriving in Russia followed the path of the Middle Eastern workers who had preceded them. Their stay was intended to be brief, using the railway to reach Europe, but the fact that it was Russia meant problems inevitably arose. However, one key difference distinguished these refugees from other foreigners: their sheer number.
“Are you attacking people simply because they want to pass through? Are you even human?”
“You damn terrorists! This is Russia!”
“Oh, really? Well, we are Muslims!”
Thus, the largest brawl of the 21st century among civilians erupted on a European-bound train. It stemmed from the ‘race issue,’ a conflict as old as civilization itself.
Miraculously, there were no fatalities, but everyone involved ended up in the hospital together. The main issue was the refugees’ lack of funds, but an agreement was reached to provide basic medical supplies and transport them to their intended destinations in Europe. Even though the basic medical supplies consisted of only ointment, bandages, and painkillers, the refugees were driven by a blind faith that things would improve in Europe and a strong desire to reach the Sharia autonomous region. As a result, Europe had to allocate more euros to support the refugees.
After this scenario repeated itself at least three more times, the EU issued warnings to both Russia and Afghanistan. They cautioned Russia against further oppressing the refugees and urged Afghanistan to prevent more refugees from leaving.
But when has Russia ever heeded Europe’s demands? Of course, given the sensitivity of the issue, they publicly stated they would strengthen penalties for discrimination against refugees, but naturally, they would favor their own citizens, and even more so, those with financial means.
The Russian national character was inherently exclusive, and successive terrorist attacks had fueled the prejudice that all Middle Eastern people were terrorists. Moreover, effective enforcement was impossible when the public authority, the very mechanism for enforcement, was turning a blind eye.
Afghanistan’s situation was similar. No matter how many warnings the EU issued, they were ineffective because the US was supporting them. However, when the EU protested to the US, the US avoided providing a direct response, and Afghanistan remained silent.
The available capacity for acceptance was nearing its limit. Funds for refugee relief were dwindling, and anti-refugee sentiment was growing daily in both Eastern and Western Europe. The EU was forced to acknowledge that the limit was approaching and admit that its approach to the refugee issue had been complacent and conventional.
Against this backdrop, an emergency meeting was convened at the UN headquarters in New York, focusing on ‘Relief for Middle Eastern Refugees,’ at the request of all permanent members of the UN Security Council except for the EU member states and China.
What is the UN? Let’s set aside the obvious rhetoric about world peace. UN ambassadors primarily represent the interests of their respective countries and the potential benefits of resolutions, within the bounds of not offending the sensibilities of the permanent members of the UN Security Council.
Moreover, the term ‘world peace’ is not synonymous with justice. World peace ultimately means maintaining the world as defined by the current UN structure. Conversely, the UN is a place where anything can be sacrificed to maintain the existing system.
Will they remain silent about China’s oppression of ethnic minorities? What about the various abuses committed by the permanent members of the Security Council? What about Hong Kong in 2019? The UN’s stated goals are ambitious, but ultimately, it is run by people, and people born into capitalist societies are often influenced by financial incentives. Thus, it can be seen as a corrupt referee with deep pockets, favoring those who contribute the most money.
Paradoxically, if a wealthy entity capable of influencing the UN possesses a righteous mindset, this money-driven system can be used for good. Of course, even with good intentions, they are still human, so there are no guarantees. However, a person who genuinely strives for righteousness is fundamentally different from others.
They would not simply stand by and ignore blatant contradictions.
All meeting content, in other words, all resolutions submitted to the UN meeting, are essentially decided the day before. Therefore, it’s no exaggeration to say that discussions on the UN meeting content are completed in advance. However, whether there is a ‘consensus’ of understanding is an entirely separate matter. Otherwise, it wouldn’t be called a meeting, but rather a resolution announcement or decision.
Resolutions are amended through proposals and votes. The UN is essentially an arena where the sharpness of verbal arguments is tested, concealed behind a facade of etiquette. Moreover, the more a country invests in the UN budget, the louder its voice becomes. And the country that currently contributes the most to the UN budget is, of course, the United States.
And everyone knows who the person at the pinnacle of that America is.
“Is this the resolution to be presented at the UN?”
Even though it was a resolution intended for the UN, it focused on solutions to the Middle East refugee crisis. But one thing was certain: the resolution reflected the will of the US President.
‘UN resolutions always seem unfamiliar, no matter how many times I see them.’
Resolutions, reports, and other documents each have their own specific format. In the case of resolutions, the preamble comes first, followed by the operative part, and a period is only placed at the very end. The preamble addresses the issues and precedents, while the operative part outlines how the UN should act.
‘The way to read them is also confusing. This is why administration is difficult.’
He often had to read down and then go back up because he didn’t fully understand. Bush rubbed his tired eyes.
For some reason, White, whose shoulders seemed to be growing broader each day, approached Bush’s feet and rubbed against his shoes. Initially, he was thought to be just an American Shorthair of indeterminate age, but it turned out he was a very young Maine Coon. To be precise, he was a mixed breed, a combination of Maine Coon and various other breeds, but if classified, he was primarily a Maine Coon.
A full-grown Maine Coon is the largest of the domestic cat breeds and has very long fur. However, perhaps because he was a mixed breed, his fur wasn’t exceptionally long. This is why Bush, a layman unfamiliar with cat breeds, mistook White for an American Shorthair.
‘Is he fully grown already?’
Of course not, White, being a kitten, was still growing. But whether he was aware that his owner was the most powerful person in the world and was taking advantage of it, or whether he was simply born with a strong personality, he never backed down from anyone and confronted them head-on. The unusual thing was that he didn’t just act like other cats, simply being wary or attacking; he behaved like a wild animal.
Doesn’t a lion living in the savanna have little fear of any animals except for a herd of elephants, which represent a natural disaster, and isn’t it always relaxed? White was similar. He was always so relaxed. Once, he had a confrontation with a search dog raised at the White House, but no matter how much the dog barked and acted aggressively, White didn’t run away. He simply sat there with a relaxed expression, lounging.
In fact, there were times when I worried that he simply lacked a sense of danger, but according to the veterinarian, the reason was difficult to determine, but he was otherwise normal. However, after confirming his normality, the veterinarian added that his personality was a bit eccentric. Perhaps this was out of consideration for the butler.
“It seems to be written according to my intentions.”
“Then we will proceed as is. But will each European country accept this? A significant agenda requires a two-thirds vote in the UN to pass. More than anything, I think Europe will come up with a solution as well.”
“The solutions that Europe will come up with will be no different from what is written here.”
The content of the resolution was as follows. First, the reasons for and responsibilities regarding the refugees are clearly identified. The proportion of refugees to be accepted is distributed according to the weight of responsibility. However, it was also a resolution that was somewhat unfavorable to the United States, as the United States could not escape this ‘responsibility’ either.
In fact, the EU was considering dividing refugees through a refugee quota system based on national power. This idea arose because of the concentration of refugees in Southern Europe, including Turkey.
“Still, if we caused trouble, we have to take responsibility.”
However, the difference between the EU and the US was that the US could afford to handle the refugees comfortably, while the EU could not. Perhaps that’s why the EU was criticizing the Middle East for not being able to manage the refugees and essentially exporting them.
‘Solving problems is as difficult as dying, but finding someone to blame is so easy. Isn’t that how Nazi Germany was born?’
At the time, Germany identified internal enemies as the cause of the perfect Germanic people’s defeat in World War I. Thanks to this, the Nazi Party was able to seize control of Germany with the rising tide of nationalism.
“And speaking of the UN, there is a problem with the UN.”
“A problem? What problem?”
“The problem is China.”
